Tallinn-based Roleo has raised €2.9M from Practica Capital, with Inventure and a group of angels joining, to build a free AI agent that watches the European tech job market and introduces professionals to hiring managers without a single application.
Practica Capital leads, Bolt’s founder joins
Roleo announced the round on November 2, 2026. Practica Capital, a Baltic VC, led it, and Inventure, a Nordic VC, took part. The angels include Bolt founder Markus Villig, Sergei Anikin, Henrik Bohman and Kristina Lilleõis, with Lemonade Stand also named among the backers (Tech.eu, November 2, 2026).

The announcement carries no stage label, so we call it a round. The money goes into improving the agent, making it more responsive to individual needs and extending it into long-term career development, with European expansion starting among tech professionals and tech companies (Tech.eu). The Recursive puts Roleo’s total funding at €3.46M including this round.
A free agent that finds the recruiter first
Roleo was founded in 2025 in Tallinn by Janer Gorohhov, CEO and a co-founder of identity verification company Veriff, and Vahur Hansen, an early Wise engineer and co-founder of Membo. The team counts up to ten people.
Users tell the agent about their experience, goals, salary expectations and preferences. It then scans the market, evaluates hundreds of thousands of opportunities a week and typically surfaces three per user. Users control their own visibility. Since the start of 2026, they have explored 30,000 of those opportunities further, and the user base includes people from Google, Amazon, Stripe and Spotify (The Recursive).
Professionals pay nothing. Employers pay for access to candidates who are not actively applying (The Recursive). Gorohhov frames the problem this way: “great opportunities come and go, often without the right people ever hearing about them” (Tech.eu).
A $638M niche growing at 8% a year
Sizing this segment takes some care, because analysts disagree. Market Research Future values AI recruitment software at $637.9M in 2025, growing to $1.377bn by 2035 at an 8.05% CAGR (report published September 2025, page updated October 2026). Lucintel is more cautious: about $0.9bn by 2030 at a 6.7% CAGR over 2024-2030 (November 2024). Both put growth in the single digits, which is modest for a category every founder pitches as the next big thing.
The good news is that a company at Roleo’s size does not need the whole market to grow fast. It needs enough employers to pay for passive candidates, and its free side to keep filling the funnel.
Between a €4.75M seed and a €1.7M seed
Two rounds in our own records frame the amount. Dex, which matches AI engineers with the companies hiring them, raised a €4.75M seed in April 2026, led by Notion Capital. Fronted raised a €1.7M seed on October 29 for global hiring and payroll, led by Kaknäs Invest. At €2.9M, Roleo sits between them. The wider European funding data shows where else the money is going.
Why a second-time Estonian team matters
What we are seeing is an Estonian founder who has already helped build one Tallinn scale-up, a Baltic lead investor, and a product aimed at all of Europe from day one. Practica Capital wrote the lead check, and the Roleo profile lists the company’s details. Most hiring software serves the employer who posts the job. Roleo flips that, and its bet is that the candidate who never applies is the most valuable one.
What to watch is simple. No hiring figures have been published, so the 30,000 explored opportunities remain an interest metric, and the first employer revenue numbers will say whether passive access is worth paying for. Imagine if a senior engineer in Lisbon or Warsaw gets a three-line introduction from a Tallinn agent while she is asleep. That is the product. The opportunity is clear, and we will be watching it get built.
