Granter, a Lisbon AI startup that finds public funding for SMEs and writes their applications, has raised €1.6M in a round led by 3XP Global’s Impact Innovation Fund to build product, more than double its team and expand into Spain, Germany and Italy.

A fund backed by public capital leads the €1.6M

Granter announced the round on 3 November 2026, as reported by Tech.eu and Startup.eu. Neither source gives a stage label. The €1.6M brings total funding to €2M, including €400K raised earlier from Techstars, Mission and AngelsWay, according to Startup.eu.

3XP Global led through its Impact Innovation Fund, which invests under the Venture Capital Programme of Portugal’s Capitalisation and Resilience Fund (FdCR), managed by Banco Português de Fomento. Celtis Venture Partners, Gateway Ventures and Deel joined, bringing in investors from Austria and Germany, per Tech.eu.

The money goes to product development and to more than doubling the team by year-end, Tech.eu reports. Portugal stays the main market. Spain, Germany and Italy come next, with the US named as a medium-term goal.

From Web Summit’s PITCH stage to the Portuguese Navy

Founded in 2023 and run by CEO and co-founder Bernardo Seixas, Granter does the job of a grant consultant in software. It scans public funding calls, matches them to a company, prepares the application and then manages the funded project. Our record puts the team in the 11-50 range. Granter recently relaunched its AI Grant Consultant with a chat interface and a free trial, and the company says work that once took weeks, often with an outside consultant, now takes under an hour (Tech.eu, 3 Nov 2026).

Seixas told Tech.eu that many companies with strong projects miss public funding because they lack the time, the team or the knowledge to handle the administrative load. “Granter exists to change that,” he said.

The traction is concrete for a company founded three years ago. Granter has supported more than 140 businesses on applications worth over €30M, and its clients include ANA Aeroportos, MC Sonae, Galp, the Portuguese Navy and Fidelidade (Tech.eu, 3 Nov 2026). It also won PITCH, Web Summit’s startup competition, in November 2025. Winning on Lisbon’s biggest stage and closing a round twelve months later makes for a tidy timeline.

A USD 2.41bn software category built mostly for funders

The closest credible sizing is grant management software. Global Market Insights puts that market at USD 2.41bn in 2025, growing at an 8.9% CAGR from 2026 to 2035, with Europe at USD 668.0M in 2025 and a faster 10.1% CAGR over the same period (Global Market Insights, September 2026). The report links Europe’s growth to the reporting demands of programs such as Horizon Europe.

The caveat matters. The buyers GMI describes are mostly research institutions, foundations and public funding bodies that administer grants. Granter works on the other side of the desk, for the SME that applies. No reliable sizing exists for applicant-side grant consulting for SMEs, so the GMI figures are adjacent context for Granter’s segment.

Against our European fundraising data, Granter’s ticket is small for AI applied to professional services. Belgium’s Ravical raised a $17M seed led by MMC Ventures for AI that runs across accounting firms, and Estonia’s Roleo raised €2.9M led by Practica Capital for an AI career agent. At €1.6M, Granter has to show that the €30M of applications it handled at home can be repeated in markets with different rules.

Public money backing a tool that wins public money

The loop in this round is hard to miss. A startup that helps companies claim public funding has just raised from a fund that deploys public capital through Banco Português de Fomento. Portugal is using its own capital program to back a tool that helps its SMEs claim more of what is already on offer.

The wider pattern is one I keep seeing in our deal flow this autumn. Ravical goes after accounting firms and Granter after grant consultants. Both automate a paid professional service whose output is a file someone must submit, complete and on time.

Grant programs are dense, and Seixas’ own diagnosis is that capable companies skip them for lack of hands. The good news is that every call is public and documented, which is exactly the kind of text an AI model can read at scale. Imagine if a 20-person manufacturer in Braga could screen every relevant call in an afternoon, with the consultant’s fee left in its budget.

Spain, Germany and Italy will test the model

Expansion is where this round will be judged. Each target country runs its own national and regional calls, in its own language and under its own rules, so the matching and the application templates built for Portugal have to be rebuilt market by market. The client list, from Galp to the Navy, shows Granter can serve large, demanding accounts at home. The next twelve months will show whether an SME in Valencia or Stuttgart gets the same result.

Europe has spent decades writing grant programs. Getting that money to the companies that qualify is the part still worth building. Let’s build it!
