Govtech and Legaltech in Europe

The Sesamers guide to European govtech and legaltech: the companies selling into public administration, hospitals and law firms, where they meet, and what the funding data actually shows. Three of four desks are live – there is no investors desk yet, and this page says why.

What counts as govtech and legaltech here

Any company whose primary customer is a public institution or a law firm – e-government identity and citizen services, public-sector software and procurement tooling, smart-city platforms sold to municipalities, clinical software sold to public hospital networks, and legaltech including contract AI. That last two categories matter: on Sesamers, a radiology AI company whose buyers are public hospitals carries both the Digital health and Govtech tags, and a smart-city sensor company carries both Smart cities and Govtech. The vertical is defined by who buys, not what is built. Pure legaltech – law firm workflow, contract analysis, legal research – shares the vertical because it sells into the same procurement-driven, regulated institutional buyers.

The debate

One question the data raises directly – with a verdict

Is govtech a vertical, or a customer segment wearing a vertical's clothes?

Five of the six companies on the govtech funding desk are digital health vendors – Implicity, deepc, mediaire, Vara, Floy. Zero of the 687 funds on Sesamers carry a govtech thesis. The largest event, Smart Country Convention, is shared with Smart cities.

The case forSelling to the public sector is a distinct discipline – procurement cycles, tender law, sovereignty requirements, multi-year budgets. A radiology AI company selling to public hospitals faces a different go-to-market from one selling to private clinics, and founders and investors need to find each other on that basis.
The case againstNo fund defines itself by it. Investors back health, or cybersecurity, or smart cities, and treat the public-sector customer as one channel among several. Defining a vertical by the buyer rather than the product produces a category that no capital allocator recognises – which is exactly why the investors desk is empty.
Where we land: The data says govtech on Sesamers is currently a segment, not a vertical: real companies, real events, but no dedicated capital. That is honest and worth knowing. The site will keep the tag because founders selling into government need the events desk and the peer directory – but until funds with a stated govtech or legaltech thesis exist in the database, there is no investors desk to build, and inventing one would mislead.

Frequently asked

About this vertical and how we cover it

Why is there no investors desk for govtech?
Because no fund on Sesamers carries a govtech or legaltech thesis. The 687 investor records are tagged by their stated focus, and none of them name public sector or legal as one. Rather than invent a list, this page says so. If you know a fund with a stated govtech thesis, use the suggest link.
Why are most govtech companies also digital health?
Because the largest cohort of public-sector software vendors in Europe sells into hospitals. On Sesamers a company selling clinical AI to public hospital networks carries both tags. The vertical is defined by who buys, not what is built.
Why does the funding desk show mostly 2022-2025 rounds?
Only one round in the last twelve months – Implicity's €35M Series C – is a fresh announcement. The rest were imported as historical records when the company profiles were created, and are dated as recorded.
Which govtech event should a founder attend first?
Smart Country Convention in Berlin if you sell to German public administration – 23,000 attendees, the largest by far. ITAPA in Bratislava or Tallinn Digital Summit if your market is Central and Eastern Europe, where e-government is most advanced. British Legal Technology Forum if you are legaltech.
How often does this page change?
The three live desks refresh weekly from the database. This page will gain an investors desk and fuller editorial once funds with a govtech thesis and fresh rounds exist in the data.
Can I suggest a company, fund or event?
Yes – and for this vertical, fund suggestions are especially useful. Use the suggest links on each desk. We verify before publishing; paid placement does not get you onto a ranking or directory.
Counts are generated from the live desks and refresh weekly. This vertical has no investors desk because no fund in the database carries a govtech thesis – the gap is stated rather than filled.
